Position Overview
Rising Well (formerly Front Steps Housing & Services) is seeking an experienced Director of Behavioral Health to provide leadership, oversight, and guidance in advancing our behavioral healthcare programs and services.
Working in partnership with the Chief Operating Officer, the Director will play a pivotal role in shaping the direction and growth of Rising Well’s integrated behavioral healthcare services, including the continued integration of mental health and substance use services for individuals with co-occurring disorders.
The Director will collaborate with executive leadership and clinical teams to develop and execute initiatives that enhance access, quality, and outcomes of integrated behavioral healthcare while expanding our reach to underserved populations throughout Greater Cleveland.

Key Responsibilities
Program Planning & Development
- Partner with the COO to develop and implement comprehensive behavioral healthcare programming aligned with organizational goals.
- Drive innovation and expansion of services to meet evolving community needs.
- Foster partnerships that enhance service integration and community impact.
- Provide strategic guidance in the development, implementation, and evaluation of behavioral healthcare programs.
- Ensure programs are person-centered, culturally responsive, and aligned with best practices.
Clinical Excellence & Quality Improvement
- Promote clinical excellence and adherence to evidence-based practices.
- Collaborate with clinical leaders to establish and monitor clinical protocols, standards, and quality improvement initiatives.
- Provide oversight of clinical subcontractors.
- Monitor program outcomes and use data to optimize program effectiveness.
- Remain current on emerging trends and best practices in behavioral healthcare.
Financial & Operational Leadership
- Oversee behavioral healthcare program budgeting, revenue generation, and resource allocation.
- Promote efficient utilization of resources and fiscal responsibility.
- Ensure compliance with grant requirements, regulations, and reporting deadlines.
Community & Stakeholder Engagement
- Develop and maintain relationships with community partners, government agencies, referral partners, and advocacy organizations.
- Collaborate with external partners to strengthen integrated care models and access to comprehensive behavioral healthcare.
- Represent Rising Well at relevant forums, conferences, community events, and collaborative initiatives.
Regulatory Compliance & Risk Management
- Ensure compliance with OhioMHAS, Medicaid, CARF, HIPAA, Fair Housing, and other applicable regulations, standards, and guidelines.
- Support effective policies, procedures, quality assurance measures, and risk-management practices.
Minimum Qualifications
- Master’s degree in a relevant field.
- Five or more years of experience in program director roles, preferably within mental health and substance use services.
- Strong understanding of behavioral healthcare operations, electronic medical records, and Medicaid documentation requirements.
- Familiarity with CARF accreditation and OhioMHAS certification requirements.
- Strong understanding of quality assurance principles for mental health and substance use services, including data analysis and performance metrics.
- Strong leadership and team-management skills.
- Ability to supervise and mentor staff and interns.
- Excellent communication and interpersonal skills with the ability to collaborate with diverse stakeholders.
- Strong strategic thinking, organizational, program-planning, and time-management abilities.
- Ability to work effectively in a fast-paced and dynamic environment.
- Ability to identify problems quickly and anticipate potential issues.
- Strong attention to detail and accuracy.
